DEVELOPMENT OF A VALUE CHAIN ​​IN THE DAIRY INDUSTRY OF UZBEKISTAN / ORGANIZATION OF A FOREIGN STUDY TRIP TO STUDY INTERNATIONAL EXPERIENCE IN THE FIELD OF ANIMAL HUSBANDRY AND DAIRY PRODUCTION

The task was carried out within the framework of the “Development of Dairy Value” project. The main goal of the project is to increase the financial stability and profitability of farmers, livestock farms, as well as enterprises involved in the production and processing of milk and dairy products in the project regions. The goal of DVCDP is to improve the living conditions of the rural population (women and men) in Uzbekistan. The program's development objectives are to: improve productivity, competitiveness, linkages with commercial farmers and market access for smallholder dairy farmers. The project planned to prepare for the training of local specialists (trainers), small farmers and households, farmers, milk processors and veterinarians. This also included the preparation of educational and methodological materials. Additional technical support was provided to the PMU and project beneficiaries through the training of 3 local specialists from each project region, who will organize further training for project beneficiaries in the Jizzakh region.

Regional Economic
Development Project
One of the main goals of the National Development Strategy of the Kyrgyz Republic (NDS) for 2018–2040 and the Regional Development Concept for 2018–2022 is to support economic prosperity and regional development.
ARIS, within the framework of the Regional Economic Development Project (hereinafter referred to as REDP-1), provides assistance to the Cabinet of Ministers of the Kyrgyz Republic on regional development. PF DCLM was selected to assist in the preparation and implementation of the Small Grants Program.

On October 21, 2022, contracts for small grants were signed. The project will support the development of small and medium-sized businesses through a training program and small grants intended for tourism and SMEs and start-ups.
The program aims to support the launch of new businesses in rural and urban areas, as well as the diversification and expansion of tourism services.
Access to market project
The Ministry of Agriculture of the Kyrgyz Republic established the Agricultural Projects Implementation Unit (APIU) to coordinate, manage and implement the agricultural projects and any other future projects that will be funded by the Group of the World Bank, International Fund for Agricultural Development (IFAD) and any other donors.
The Financing Agreement of the Access to Markets Project between the Kyrgyz Republic and IFAD was signed on 21 August 2017. The Financing Agreement was ratified by the Parliament, and the KR Law “#41 dated 24 April 2018 was issued.

The ATMP seeks to improve the assets and source of incomes of livestock value chain stakeholders, including smallholder livestock farmers, agro-processors, input suppliers and service providers, and rural unemployed by increasing efficiency of the entire chain
The ATMP goal is to contribute to increased incomes and enhanced economic growth in pastoralist communities.
The Project objective is to improve access and integration of smallholder livestock farmers with remunerative markets for their products, leading to improved and equitable returns.
As part of the implementation of this project in partnership with the DCLM, a consulting service was provided on 'Institutional Strengthening and Technical Support for Sustainable Development' to farmer groups (FG), producer groups, cooperatives, and enterprises. Additionally, support was extended to association member enterprises to facilitate the exchange of experiences, enabling them to enhance their efficiency, effectiveness, and competitiveness

ABOUT PROJECT
Education for
the future project
In 2018, the President of the Kyrgyz Republic approved the National Development Strategy of the Kyrgyz Republic for 2018–2040. Its main goal is to create opportunities for the development of human capital, including through education and the creation of highly productive, quality jobs, especially in strategic sectors.
The first stage of implementation of this strategy is spelled out in the “Development Program of the Kyrgyz Republic for 2018-22”, which sets priorities for the education sector:
The goal of the project is to assist in achieving the goals of the National
development strategies of the Kyrgyz Republic for 2018–2040 in the education sector by expanding access to preschool education and improving the quality of education (for example, encouraging the learning of higher order competencies, including social-emotional skills).

In addition, the project's objectives include improving the educational process through the use of digital materials. The project also seeks to improve the measurement of cognitive and non-cognitive skills and strengthen all three types of assessment outlined in the 2026 ESDP.

Development of Cooperative in Kyrgyzstan
Cooperatives have a long history in Kyrgyzstan. The first cooperatives appeared at the beginning of the 20th century and were concentrated in the agricultural sector. In Soviet times, cooperatives were widespread, but after the collapse of the USSR their number decreased

In recent years, there has been a revival of the cooperative movement in Kyrgyzstan. In 2022, there were about 3,000 cooperatives in the country, with more than 100,000 members.

The development of cooperatives in Kyrgyzstan is supported by the state. In 2022, the Law “On Cooperation” was adopted, which creates a legal basis for the activities of cooperatives. The government also provides support to cooperatives in the areas of financing, training and advisory services.

Cooperatives play an important role in the economy of Kyrgyzstan.
They contribute to the development of agricultural production, small business, and the social sphere. Cooperatives also help to improve the welfare of the population, especially in rural areas.
The main directions for the development of cooperatives in Kyrgyzstan in the coming years are as follows:
